when does the popes opinion actually matter? does he like lose consciousness and start speaking in tongues? when does his opinion go from non binding opinion to ex cathedra required beliefs? is there like some kind of magic moment when what he says matters?? is it like "ok now all catholics, here this, i am now going to say something that actually matters.
